The TVAS process is a multi-step process where virtually the entire
process, from trafficking to spot verification and entry into Nielsen's systems is
outsourced.
TVAS commercials are monitored by BVS (Broadcast Verification Services), a service of
TNS Media. This technology uses VEIL (Video Encoded Invisible Light) encoding to uniquely watermark each commercial for automated
detection.
The VEIL process is the most advanced and widely used technology in the marketplace,
and is fully compliant with Ad-ID Coding. Dubs of the VEIL encoded spots are sent to stations via
online servers. The original, un-encoded spots are returned to the advertiser.
BVS electronically monitors every station in TVAS
line-ups, and provides daily electronic reports to a third party. The reports include, for each commercial that airs,
the date, the exact time, the station call letters, the program, the ISCI code, and the
Ad-ID code. BVS reports are submitted to Nielsen for post analysis.
Finally, the Nielsen files are delivered to Media Information
Services (MIS) for further verification. MIS uses station affidavits to verify any commercial times
that had not previously been verified electronically (if, for example, there was a
technical problem, or a station was not monitored by BVS).
At no point in this process is TVAS
exclusively involved. This results in a seamless, fully auditable,
electronic process with transparency and accountability throughout.
